These full green poop bags are tossed ALL over town, and are being picked up by everyone EXCEPT the person who is literally throwing them up banks, down banks, into trees, and leaving them all over Happy Valley and throughout our neighbourhoods.

Disgusting. I detest picking up dog poop but I do it every day. It's part of dog ownership!
Yes it is, Jen - I don't understand why it is picked up, but not put into trash cans. These were very close to the can at the end of the reservoir, but all thrown over the banks...out of sight, out of mind, I guess.
